African Americans are the most frequent targets of hate crimes while Jewish and Muslim communities experienced the most dramatic increases in hate crimes in 2009, according to a report released by the Orange County Human Relations Commission. The report also found that hate crimes against Latinos were down in 2009 after a two-year upward trend.
